In the material world Cupid shoots at everyone: attachment, desire, lust — those are his arrows entering the heart. Śiva burned him with the fire of his third eye, and since then he is called anaṅga, bodiless — he shoots while staying unseen. In Vṛndāvana his jurisdiction ends: he has no power to go there. There Cupid is Kṛṣṇa Himself, and He disturbs the hearts of the gopīs with His arrows. He has no duty and no worry — only to love; and so His love carries no distraction at all. The tips of His arrows are flowers, and when such an arrow strikes the heart, it feels soft.
